I think the content is ALWAYS the best purchase in the game when it is on sale. But personally I always pass on the enhanced XP boosts even when they are on sale. Although I have been premium for quite some time there is simply just too many areas in the game where you over level too quickly. Just my opinion of course.
FYI – although I didnt see it listed on the store page itself (I may have missed it), when I went into the in-game store, West Gonder was on sale as well for 25% off.
