IMHO content is always a no brainer if you’re not VIP. I would honestly NEVER buy enhanced xp though. 1. you can get them in game…buy with in game gold, drops, hobbit presents etc…and 2. there is so much content available if you are trying at all to enjoy it then you will easily overlevel every area.
