Both LOTRO Support and DDO Support are suggesting that all players remove Pando Media Booster if you still have it installed
“If you still have Pando Media Booster installed please uninstall it via “Uninstall a Program” in the control panel (Add/Remove Programs on XP)*. If you need to download the game please utilize the Play Instantly downloads on the page here or via Steam. Alternate download options will be made available in the near future.
* Mac users that may still have it installed can uninstall via its removal in Applications through Finder.
Pando Media Booster was shut down in August 2013. Turbine has since moved their downloader for the Live game client to Happy Cloud*. Happy Cloud. “Hey guys, I’m Happy Cloud, would you like some marshmallows?” 
*Note: The download link for the Bullroarer test client is, as of this posting, still linked to Pando Media Booster. It is recommended that you not attempt to download the test client until this is addressed.
