Raid gear is usually significantly better than normal gear. It has set bonuses (more or less useful, depending on class/raid) or more essence slots (or both). One more essence slot per gear piece allows you for much more flexibility and better stats.
It is possible to raid with normal gear though, at least tier 1 difficulty. More important is to have good leader, proper group composition and people able to hear, follow directions and communicate. Tier 2 is also possible, you in fact have to do it without raid gear at least first time, but it requires good coordination, knowing your class and possibly others, situational awareness, patience… for all raid members. Having raid gear makes it significantly easier. I can’t say about recently introduced tier 3 difficulty, but if you’ve done t2 then you should have t2 raid gear. I’m curious myself whether any group completed t3 without raid gear. I guess it’s possible for best raiding kinships out there.
