Wednesday the game will be completely down due to a physical transfer of equipment (the actual servers) to a new place in the existing hosting location.

Additional time is needed for our data center work, and our current downtime is being extended until 11:00 AM Eastern (-5 GMT). We will keep you updated.

Do we get better or worse performance?
It’s the same servers as on monday and the servers are still on the location. While there might be a better or worse dataplan. That hasn’t been commented on by a person that would know about it.
If it would, how do i check?
A good way to see is to try a “tracert” to the website or gameservers. In windows 10 type “cmd” in the search bar. This will open up the command prompt. Type or copy paste the below comment (may change with new serverlocation)
tracert 198.252.160.58
tracert lotro.com
If this results in a large number or a “request time out” there is an issue between your pc and theirs. Providing a screenshot of this to their support could help narrow it down.
clearly this is going really bad since i still cant sign in or even use lotro website either
