Concerning new player question. Yes, you can skip some books (not single quest within book though) of Epic but it’s hard to know which. Even lotro-wiki seems to don’t have this info.
For example in vol.I you can skip book 4 and 5 and do book 6 instead (if your level is high enough). However you can’t start book 5 without finishing book 4. You can also start each volume separately provided your level is high enough.
In general most of epic books have to be done in order, those that can be skipped are related to past updates. Devs usually decided to allow people do newly released book without finishing previous one, so they could do it with friends for example and catch up with past books later.
For new player it’s definitely recommended to do all epic in order (especially within same volume), since it’s usually really good story and good rewards on level.
