Today Turbine announced the missing transfer tokens will be returning with Update 19, but only temporarily.
“We haven’t finalized details, but ultimately we cannot continue to support both transfer systems indefinitely, so when we re-enable the old system for U19 it’ll be around for a while, then be deprecated.” – source
