Is it because he bought a batch of “not-so-good” Southlinch from a cheeky hobbit?
It is only right to celebrate the Grandiosity of those Stairs with a pouch of your favorite pipeweed, after all!
Maybe he is smoking in a non smoking area and needs to hide his identity – hence the mask. He is a dwarf after all 😀

Perhaps he’s using the mask as a filter?
As a filter? Hmmm so he is filtering out any pollution in the air while inhaling the smoke? That makes perfect sense for a dwarf 😀
